Shri Kamal Nath
Union Cabinet Minister of Urban Development,
1,Tuglak Road,New Delhi- 110 011
We are more than 2 Lakhs buyers who bought flats in Noida Extension and nearby places. While booking flats we have ensured the builders have complied with all the legal directions and law of the land. We have taken loans from various private banks for which all of us are paying huge interests every month. Although after the Hon’ble High Court direction all the construction work was stopped in Noida Extension even though we all buyers had to pay interests to the banks on the loan we borrowed to book flats. We are under a huge financial burden due to the loans and interests we are paying to the private banks. We have already paid huge interests to these private banks and now if we do not get our flats then we will be under a huge financial burden. Most of us are living on rented houses and are paying bank loan interests. Now if we do not get our flats then we won’t be able to get the interests back we paid to the private banks.
We all are under huge financial crisis and burden as we have paid our hard-earned money to builders. The Court has already directed to stop the development work till the 2021 Mater Plan is approved with all the incorporations as suggested by the National Planning Board.
As to our knowledge the Uttar Pradesh State Government has already incorporated all guidelines and suggestions by the National Planning Board. The State has therefore also passed the 2021 Master Plan and sent it to the National Capital Regional Planning Board.
Now As per the Honble Court Order, the construction work can only be started when the National Capital Regional Planning Board approves 2021 Mater Plan. The Master Plan as passed by the UP State Government is already reached the National Capital Regional Planning Board. . But the NCRPB kept on delaying the approval of the Master Plan by rescheduling meetings and hence no decision has been taken so far even after elapse of a long time.
We appeal to you to take appropriate steps so that the delay in approving the 2021 Master Plan are not extended further more by the National Capital Regional Planning Board. As if the delay continues then the buyers will lose a huge amount of money which will put them at the stage of becoming insolvents.
The private builders are also in loss therefore they are not interested in the buyers’ rights at all. Most of the buyers are not even going to get their money back in case the Master Plan is further delayed or not approved by the National Capital Regional Planning Board.
Now you are the only hope to save us from becoming bankrupts. We need your kind attention on this subject so that our rights are taken care of. We are also victims as we not only going to lose the money but also wont get our flats. Hence, the buyers are innocent victims who lost their every thing while dreaming for their own house in Noida. They did not act against the law but still they are the most affected now due to this uncertainty on the approval of the 2021 Master Plan.
Kindly save us from being financially ruined and take steps so that our rights are given due respect in this whole controversy between the authority and the farmers.
We now hope that the meeting to be held on 29thMay will have final decision on the approval of the 2021 Master Plan. As further delay will endanger our dreams to have our homes and aggravate our financial problems too much.
We kindly request you on behalf of Noida Extension Flat Owners and Members Association (NEFOMA) to take this matter sympathetically and on priority basis and resolve this issue as early as possible.
